На 14.05.2024 г. влязоха в сила промените в Закона за хазарта, които Народното събрание прие в край на април (Държавен вестник, бр. 42 от 14.05.2024 г.).
От медиите стана известно, че се ограничават сериозно рекламите на хазартни игри (с изключение на „Български спортен тотализатор“), както и че половината от приходите от годишни вноски за социално отговорно поведение на лицензираните оператори вече ще се насочват към Министерство на здравеопазването. От своя страна МЗ – съгласно чл. 10а, ал. 5 – е задължено да изразходва средства за:
1. лечение и терапия на хазартна зависимост на лица, вписани в регистъра по чл. 10г;
2. предпазване на младите хора от хазарт;
3. превенция на хазартна зависимост.За съжаление изпълнението на горепосочените задачи отново ще се извършва на проектен принцип, което вероятно няма да позволи осъществяването на дългосрочни терапевтични и превантивни програми, които да не прекъсват работата си всяка година или на всеки няколко месеца. На първо място, разбира се, стои въпросът кога МЗ ще има готовност да започне изпълнението на този свой ангажимент, имайки предвид, че всяко едно действие в посока лечение на хазартно зависимите вече е закъсняло с няколко години.
Това, което медиите обаче не обявиха, е, че значително е намален срокът за отписване от Регистъра на уязвимите лица на НАП. Преди минималният срок, след който хората можеха да се отпишат, беше 2 години, а сега вече е само 30 дни (чл. 10г, ал. 5). За тези 30 дни човек, страдащ от хазартна зависимост, не може – дори и при най-добро желание – да постигне дългосрочно решаване на проблема си, даже в случаите, в които е започнал лечение.
